Yes, more and more people are getting older and older. Some elderly like to live by themselves while others do not like to live by themselves. Some do not want to die by themselves. I suspect this is why some of them sleep on benches in the public because they don't want to die on their own.
One of the solutions can be to let elderly sign up for full care or partial care. Full care means everything will be taken care of for them from cleaning up their flat, supplying three meals a day and taking care of their laundry or even signing up for nurse check up on a daily basis or once a week, or once a month, with different types of options available.
For those those elderly who do not like to live on their own, they can sign up for group living as in hotels, motels or backpacker style for the elderly. These can come with full care or partial care. All these facilities can start from 3 star upwards. Don't be too ambitious and start building luxurious facilities which people cannot afford.
Other issues:
Upgrading of mattresses for backpacker hostels. A mattress can easily last for more than 10 years.
