Agencies which help to enforce these compensations will receive a percentage so that wars will no longer be without consequences to those who participate in wars.
Citizens of countries will have a right to be compensated if their countries are engulfed in wars by all parties involved. So far citizens as well as soldiers have suffered atrocities committed in wars.
