Dump radioactive soil deep underground

According to Walter Russell "Atomic Suicide" , radioactive materials which are naturally occurring deep underground do not cause harm to humanity. But if these radioactive materials are brought to the surface, it will kill all living things. I was just wondering if the top soil of the radioactive soil around Chernobyl can be removed and buried deep underground and in its place put a layer of non radioactive soil. Maybe try on a small area first. One of the plutonium radioactive isotopes have half life of 80 million years!!
